Rock Hill, South Carolina, July 1, 2025 – The U.S. Department of Energy’s Office of Environmental Management (DOE EM) has awarded the Consolidated Technical Support Services (CTSS) contract to Catawba TEAPEC LLC, a certified SBA 8(a) and HUBZone small business headquartered in Rock Hill, South Carolina. The total contract value is $85,397,735.00 over a potential five-year period.
Catawba TEAPEC LLC is a joint venture comprised of Catawba Engineering and Environmental Services (CE&ES), Trinity Engineering Associates, Inc. (TEA) and Project Enhancement Corporation (PEC). The joint venture brings together a diverse set of skills and expertise to support the DOE EM mission through a wide range of technical services provided to EM headquarters, field offices, and sub-offices nationwide.

Under this performance-based contract, which includes a cost-plus-fixed-fee structure and a firm- fixed-price line item for transition, Catawba TEAPEC LLC will provide support for safety management and quality assurance programs, as well as the development of strategies and technologies to address tank waste challenges. The team will also work on advancing innovative technologies for waste management and support the planning and execution of waste and materials disposition activities.
Additionally, the joint venture will assist in the development of regulatory policy and compliance guidance, foster intergovernmental stakeholder engagement programs, and provide expertise in safeguards and security. Strategic communications and human resources support are also key components of the contract’s scope.
The contract will begin on August 14, 2025, and includes a 90-day transition period, followed by a base year and four one-year option periods.
