Rock Hill, S.C. — As part of continuing efforts to create economic growth and diversity for the Catawba Nation’s workforce, Catawba Corporations announces the creation of Catawba D&Z LLC, a new joint venture between Catawba Engineering and Environmental Services (CE&ES) and Day & Zimmermann (D&Z), the 120-year-old, family-owned provider of construction and engineering, staffing, and defense solutions for leading corporations and governments around the world.

Catawba D&Z operates under the Small Business Administration’s (SBA) 8 (a) Mentor-Protégé Program, which helps eligible minority-owned, small businesses gain capacity and win government contracts through partnerships with more experienced companies. Leveraging CE&E’s 8(a) status also allows government contracting officers to readily access the skills and expertise of both companies in the joint venture with faster procurement cycles with decreased costs and direct-award contracting through the sole source program without executing a justification and approval for procurements ≤$100 million. Furthermore, Catawba D&Z adopts CE&E’s HUBZone (Historically Underutilized Business Zone) status allowing the company preferential access to federal procurement opportunities.

“Catawba D&Z marks another step forward in ensuring the next generation of the Catawba Nation prospers,” said Dr. Christopher Shrum, president of the board of directors for Catawba Corporations, the economic development arm of the Catawba Nation. “Not only does this joint venture provide citizens of the nation with workforce development opportunities and economic prosperity, but the collaboration also gives them a chance to be ambassadors of Catawba’s rich culture and heritage.”

Based in Philadelphia, Pennsylvania, with a regional office in Charlotte, North Carolina, the D&Z Maintenance and Construction Group (DZMC) will advise CE&ES under the joint venture in areas including, but not limited to:

  • Workforce development support to citizens of the nation wishing to establish a career in a Science, Technology, Engineering and Mathematics (STEM) field including assistance in preparation for college while in high school, assistance in applying for colleges, internship programs, and technical training
  • Workforce development support to citizens of the nation wishing to establish a career as skilled craftsman in the areas of welding, electrical, mechanical, and other craft labor categories
  • Guidance on internal business management systems, accounting, marketing, manufacturing, and strategic planning
  • General and administrative assistance, such as human resource sharing or security clearance support

Catawba D&Z mentor and protégé also align over pursuit of design/build and/or build-to-print modernization/renovation construction projects; deactivation, decommissioning, and demolition projects; and environmental construction projects for clients such as the Department of Energy (DOE)/National Nuclear Security Administration and its prime contractors, National Aeronautics and Space Administration, U.S. Army Corps of Engineers, Naval Facilities Engineering Systems Command, Air Force Civil Engineering Center, and various other federal agencies. 

The joint venture also positions CE&ES’s capabilities more strongly in pursuit of projects under the White House Justice40 Initiative, which directs 40% of the overall benefits of certain federal investments to flow to disadvantaged communities including federally recognized tribal lands like Catawba Nation.

Catawba D&Z will be celebrating the debut of its Mentor Protégé Program partnership at the Energy Technology and Environmental Business Association’s (ETEBA) 2022 Business Opportunities & Technical Conference at booth #901 on Oct. 4-6 at the Knoxville Convention Center in Knoxville, Tennessee.
